The Lions' skipper had no shots at goal from 12 disposals in Brisbane's 12-point loss to Adelaide on Sunday.
While appearing to be well short of full fitness, Voss said his key centre-half-forward was fit enough to take to the field.
“At this point in time he’s fit and healthy, and until I get told otherwise ... he’s ready to go,” Voss said on Monday.
Both Brown and Brendan Fevola spent the week in Adelaide receiving treatment for similar injuries. While Fevola kicked five goals on Sunday, Voss said the full-forward's output did not necessarily mean he was any closer to full fitness.
“I think we are more reacting to outcomes as opposed to what’s actually happening in the game,” Voss said.
“They were both blokes that went down and did exactly the same thing last week. One has kicked five (goals) and one hasn’t, and then we make an adjudication (that) Brendan Fevola is OK and Jonathan Brown is not?
“We’ve got to look at are they ready to play? If they are ready to play, we will put them out there.”
Voss said Brown made some uncharacteristic mistakes against the Crows and needed to improve.
Brown hasn’t been able to train properly for more than a month, and Voss is unsure if he will train this week in the lead-up to Saturday night’s showdown with Collingwood at the Gabba.
Voss did admit the lack of training may come into any future decision to rest his key strike weapon.
“If he can’t get out there and train week after week after week, then that does become a factor for us,” Voss said.
